The area is a residential suburb of Tokyo still with a growing population, increasing number of households and high growth potential. With the entire building leased to Tokyu Store Corporation, the property had been used as a GMS (general merchandise store) by the name of Saginuma Tokyu. To meet the needs of the times, it was renewed to an NSC (neighborhood shopping center) in May 2011, with Tokyu Store as the anchor store, and was renamed to Fullel Saginuma.
